Listen: Two Local Officials Discuss Preemption Laws

On April 28, two locally elected officials hosted a conference call to discuss state preemption laws and how they affect local governments. The officials, Councilman Jon Russell of Culpeper, Virginia, and Councilman Sal DiCiccio of Phoenix, Arizona, discussed the two governing laws of localities, Home Rule and the Dillon Rule, and what trends they’re seeing in the states.
