“The consequences of an anti-growth policy environment are not limited to business. The ALEC-Laffer Rich States, Poor States: State Economic Competitiveness Index finds California the fifth worst state when it comes to competing with other states for new residents and jobs. California’s uncompetitive policy environment has caused the state to hemorrhage over 800,000 residents on net to other states during the past decade alone. High income taxes that punish success and restrictive labor laws keep investment out and drive residents away.”
