(A) The legislature recognizes that the provisions of this [INSERT APPROPRIATE  REFERENCE] are penal in nature, and that, in the interest of respecting the constitutional  rights of free speech and due process, the regulation of campaign finance established in this [INSERT APPROPRIATE REFERENCE] shall be interpreted narrowly and strictly. 

(B) Any ambiguity shall be interpreted in favor of a person accused of violating any  provision of this [INSERT APPROPRIATE REFERENCE]. 

(C) No deference shall be afforded in the interpretation of this [INSERT APPROPRIATE  REFERENCE] to [INSERT APPROPRIATE REFERENCE OR REFERENCES TO THE   ENFORCEMENT AGENCY, AGENCIES, OR OFFICERS] enforcing this [INSERT APPROPRIATE REFERENCE]
