Act to Adopt the International Holocaust Remembrance Alliance (IHRA) Working Definition of Anti-Semitism

NOTE: Prior to task force meetings, ALEC posts these legislative member-submitted draft model policies to our website. The draft model policies are then discussed, debated, and voted on by ALEC task force members. Policies that receive final approval by legislators on the ALEC Board of Directors become official ALEC model policy. This Act is an adoption of the non-legally binding International Holocaust remembrance Alliance (IHRA) Working Definition of Anti-Semitism as a tool and guide for recognizing and combating anti-Semitic discrimination in this state.

Act to Adopt the International Holocaust Remembrance Alliance (IHRA) Working Definition of Anti-Semitism

Be it enacted by this legislative chamber:

  1. That this state adopts the non-legally binding Working Definition of Anti-Semitism adopted by the International Holocaust Remembrance Alliance (IHRA) on May 26, 2016, including the contemporary examples of anti-Semitism set forth therein, exclusively as a tool and guide for training, education, recognizing, and combating anti-Semitic hate crimes or discrimination and for tracking and reporting anti-Semitic incidents in this state.
  2. That the provisions of this Act shall not be construed to diminish or infringe upon any right protected under the First Amendment to the United States Constitution or the State Constitution.
