Our latest publication outlines trusted policy solutions for lawmakers as we charge into the new year.
The 2024 election created new opportunities to advance the principles of free markets, limited government, and federalism. States are best positioned to leverage this historic window of opportunity and enact policies that allow all Americans to flourish.
That’s why the ALEC policy team has published our Essential Policy Solutions for 2025, which outlines winning solutions for lawmakers as we charge into the new year. These 137 model policies address important issue areas in 2025, covering economic competitiveness, education freedom, functional federalism, protecting individual liberty, building better communities, infrastructure, healthcare, international relations, and effective local government. The publication also highlights ALEC Policy Champions, commentaries, and original research publications from our team. We proudly offer this publication as inspiration that may be adapted for each state’s individual needs and goals.
Economic Competitiveness
To keep the states economically competitive, we suggest lawsuit reform, regulatory reform, sound pension reform, responsible budgeting, pro-growth tax policy, and economic development. Other crucial measures of economic competitiveness are maintaining energy reliability and affordability, worker and workplace protection, and recognizing the failure of carbon taxes. These solutions will help states become leaders in the free market—and help increase their ranking in our annual Rich States, Poor States publication.
Education Freedom
Education freedom saw many wins in 2024. To keep that momentum, we suggest empowering parents through education freedom, improving literacy, modernizing community college financing, increasing transparency, further developing the workforce, and addressing controversial curriculum.
Functional Federalism
America’s Founding Fathers crafted a system of elections that is fair and ensures that smaller states still wield influence at the national level. To preserve our system of federalism, ALEC members have developed model policies to protect the Electoral College, safeguard voters by prohibiting ranked-choice voting (RCV), and ensure that only American citizens participate in US elections.
Protecting Individual Liberty
At the core of the Constitution is individual liberty, and states can use their endowed powers to continue to protect it. We recommend implementing judicial reform, protecting free speech on higher education campuses and online, and defending donor and consumer data privacy.
Building Better Communities
We believe in building better communities in 2025 so that all Americans may enjoy prosperity. The issues we address in this publication are violent crime reduction, justice system cleanup, housing and land use, veterans justice, school security, combating antisemitism, social media and youth online safety, and enabling innovation in emerging technologies.
Infrastructure
Infrastructure is the grease for the gears of America. Maintaining it is of the utmost importance, which is why in 2025 we want states to protect our critical infrastructure, increase cybersecurity, and expand broadband access through free market initiatives.
Healthcare
The ALEC team has identified areas for improvement in the healthcare sector, including securing healthcare data and technology, implementing hospital price transparency, and using free market solutions to bolster healthcare freedom. Rejecting Medicaid expansion and opposing price fixing for prescription drugs are also featured as priorities for 2025.
International Relations
States can have an impactful role to play in foreign policy, too. Our international priorities address China’s threat potential as well as strengthening economic and strategic partnerships between our allies.
Effective Local Government
Finally, we suggest several solutions for increasing the effectiveness of local government. These include understanding the balance of state and local power through Dillon Rule and Home Rule, responsibly stewarding taxpayer dollars, combating illegal possession of private property, and enhancing education freedom at the local level.
