ALEC Policy Champions Expand Education Freedom in the Granite State

ALEC is proud to recognize Sen. Victoria Sullivan, Rep. Valerie McDonnell, and Gov. Kelly Ayotte as Policy Champions for Education Freedom.

New Hampshire has become the 17th state to adopt universal Education Freedom Accounts (EFAs), a transformative milestone made possible by the bold leadership of Sen. Victoria Sullivan, Rep. Valerie McDonnell, and Gov. Kelly Ayotte. ALEC proudly recognizes these leaders as Policy Champions for securing New Hampshire’s place as a national leader in education freedom.

New Hampshire first enacted its EFA program in 2021 (earning a B grade for Education Freedom Programs in the latest ALEC Index of State Education Freedom), offering many families access to flexible education funding that can be used for a wide variety of approved learning expenses. In its original version, the program was open to families with a household income below 350% of the federal poverty level. Despite this limitation, more than 5,000 students filed applications with the state to participate. This early success demonstrated that parents were eager to take a bigger role in their students’ education and laid the groundwork for this year’s bold step toward universal eligibility.

Thanks to the tireless commitment of Sen. Sullivan, Rep. McDonnell, and Gov. Ayotte, every New Hampshire family will now be able to customize their student’s education to best meet their unique needs. Whether it’s a public school, private school, home school, virtual school, or other learning environment, every student in New Hampshire will now have a path to attend the best school for them. Most importantly, this expansion puts parents, not government bureaucrats, at the center of education decision-making.
