Statement of Principles on Effective Veterans and Military Affairs Policy

Prior to task force meetings, ALEC posts these legislative member-submitted draft model policies to our website. The draft model policies are then discussed, debated, and voted on by ALEC task force members. Policies that receive final approval by legislators on the ALEC Board of Directors become official ALEC model policy. Draft model policies that fail to become official ALEC model policy are removed from the website.

Those who serve deserve the highest level of care, respect, and support during and after their service. This Statement of Principles identifies the characteristics of effective veterans and military affairs policy at the state and local level. 

Statement of Principles on Effective Veterans and Military Affairs Policy

The principles outlined below provide the foundation for effective and productive policy development for veterans and military members at the state and local level. For the purpose of this statement of principles, veterans are defined as individuals who have served honorably in the Armed Forces and are no longer in active service. Military members include those currently serving in the Armed Forces, the State Guard/State Defense Force, and their families.   

  • Intentionality – Policies should be purposely crafted to address the unique challenges veterans and military members face, rather than simply providing generalized assistance or handouts.   
  • Limited Government – Policies should aim to eliminate unnecessary regulatory barriers and promote a more efficient, responsive government that better serves veterans and military members.  
  • Free Markets – This Task Force recognizes the critical contributions of private organizations to the wellbeing of veterans and military members. Public-private partnerships should be promoted whenever feasible.    
  • Federalism – While acknowledging the federal government’s primary role in supporting veterans and military personnel, this Task Force emphasizes the importance of state and local governments in delivering complementary support and services.  
  • Complementary – State governments and their private-sector partners should enhance—not duplicate or conflict with—federal efforts, working in harmony to improve care and opportunities for our veterans and military members. 
  • Dignity – All policies must reflect the respect, honor, and fairness owed to veterans and military members, recognizing their sacrifice and service.    
  • Reliability – Policy recommendations from this Task Force will be grounded in evidence-based practices and proven strategies that deliver consistent, trustworthy results for veterans and military members.
