Biography
Philip Billings is the Policy Coordinator at the American Legislative Exchange Council. He works with the policy team to advance ALEC’s work promoting limited government, free markets, and federalism.
Before becoming the Policy Coordinator, Philip started at ALEC as a policy and research intern for the Judiciary Task Force. He also interned and volunteered with Legal Hand, a nonprofit based in New York, where he provided free legal resources to help community members address issues in housing, family law, consumer debt, domestic violence, public benefits, and employment. His outstanding service earned him recognition in the organization’s ‘Volunteer Spotlight,’ highlighting his commitment to advancing access to justice for underserved populations.
Philip graduated from Binghamton University in Vestal, New York and has a strong interest in the intersections between law, politics, and public policy. Currently living in Northern Virginia, Philip spends his spare time playing chess, visiting the sights of D.C., going to the gym, and spending time with family and friends.
