Biography
Gemma Najarro is a Research Analyst with the Center for State Fiscal Reform at the American Legislative Exchange Council. In this role, she supports the Center’s mission of providing policymakers with dependable economic and fiscal policy research to advance limited government, free markets, and federalism.
Gemma previously interned with ALEC in the fall of 2025, where she worked as a policy intern for the Energy, Environment and Agriculture Task Force. Prior to this, she served as a legislative Intern for the Virginia House of Delegates.
Gemma earned her BA in Political Science with a double major in Homeland Security from Virginia Commonwealth University, graduating in three years. She is currently pursuing a Master of Public Policy at American University with a concentration in Advanced Policy Analysis. Her policy interests include regulatory reform and national security.
Based in Northern Virginia, Gemma enjoys watching soccer, hiking, and spending time with friends.
