State Legislator of the Month, May 2024: Maryland Del. Wayne Hartman
The State Legislator of the Month highlights successes and acknowledges those who personify the principles at the core of ALEC: limited government, free markets, and federalism.
We are thrilled to announce Maryland Delegate Wayne Hartman as the ALEC State Legislator of the Month for May 2024. As the Chief Deputy Minority Whip in the House of Delegates, Hartman has quickly distinguished himself within ALEC. His exceptional leadership and dedication to ALEC’s core principles make him deserving of this recognition.
Although only recently joining ALEC, Hartman immediately took the initiative to host a successful Mid-Atlantic Regional Tax Academy in his district. This demonstrated his commitment to ALEC and his eagerness to engage and discuss policy solutions with his peers from nearby districts and neighboring states. Notably, he provided valuable insights into the makeup of his district and the state, encouraging his fellow state and local officials to join ALEC. Many of them later officially became ALEC members. While Hartman’s district has the advantage of already being prosperous, his efforts significantly contributed to fruitful policy discussions, growing the Maryland delegation, and fostering stronger connections within the state.
Additionally, Delegate Hartman’s proactive approach to economic development is evident in his work to support local businesses and advocate for business owners, underscoring his dedication to fostering a thriving community.
Reflecting on his involvement with ALEC, Del. Hartman shared, “ALEC is a great resource to state legislators in so many ways. The regional policy academies allow you to network with other legislators in neighboring states and provide insight into what is happening around the country. The staff are accessible and provide the tools and resources necessary for you to accomplish similar legislative goals in future sessions. In addition, ALEC produces one of my absolute favorite annual publications, Rich States, Poor States, which I often reference on the House floor and in bill hearings when I’m promoting free markets and limited government. People do vote with their feet, and Rich States, Poor States spells that out for you.”
Currently serving his second term, Del. Hartman represents District 38C, encompassing Worcester and Wicomico Counties, including the popular destination Ocean City. He serves on several key committees, including the House Ways and Means Committee and the Economic Matters Committee, where his expertise and strategic vision have been instrumental in advancing meaningful legislation.
