ALEC Releases Landmark State Labor Policy Rankings: States That Work

New Report Ranks All 50 States by Their Commitment to Worker Freedom and Economic Mobility

Arlington, VA –  The American Legislative Exchange Council (ALEC) proudly announces the release of States That Work: A Labor Policy Roadmap Across America, a groundbreaking new publication ranking all 50 states on their adoption of pro-worker, pro-growth labor reforms. This comprehensive report highlights where workers enjoy the most economic freedom—and where outdated mandates still hold them back.

States That Work demonstrates how states that respect worker freedom are winning the race for talent and economic growth,” said ALEC CEO Lisa B. Nelson. “While Arizona and Utah are embracing reforms that empower workers and attract businesses, states like New York and Massachusetts are doubling down on outdated mandates that drive prosperity away. This is more than a ranking, it’s a wake-up call for lawmakers who want their state to thrive in today’s economy.”

From Right to Work protections and occupational licensing reforms to laws that defend Janus rights and promote transparency in public sector bargaining, the report identifies where lawmakers are clearing the path for upward mobility and where states continue to rely on coercive, bureaucratic systems that stifle opportunity.

ALEC’s new report also profiles states like Alabama, Georgia, and Tennessee that have taken bold steps to protect private sector workers’ right to cast secret ballots in union elections. Meanwhile, states like Nebraska, Florida, and Louisiana also receive recognition for passing Universal Recognition laws that ensure licensed workers can continue their professions without red tape after relocating.

“Labor policies shape a state’s abilities to draw businesses and create economic opportunity,” said ALEC Board Member and Kansas House Majority Leader Chris Croft. “Legislators who adopt these policies will strengthen their state’s appeal for innovation and growth.”

The publication arrives at a moment when union activism and regulatory overreach are colliding with a strong desire from Americans to chart their own path. For more than 50 years, ALEC has been an integral part of the effort to champion free market-friendly labor policies.

“Winning states put their trust in workers instead of bureaucrats,” said Alan Jernigan, Manager of the ALEC Commerce, Insurance and Economic Development Task Force. “Whether it’s expanding job opportunities or letting workers keep more of what they earn, these states are proving that liberty is the best workforce development strategy.”
